Inspector-General Urges Police Commanders to Champion Reforms, Combat Corruption

Inspector-General of Police Douglas Kanja Kirocho challenged senior commanders to lead by example, uphold integrity, and drive transformative reforms during the National Police Service Senior Commanders’ Conference held at the National Police Leadership Academy.

Speaking to regional police commanders, formation heads, and directorate leaders, Kirocho emphasized the critical role of accountability, community-centered policing, and multi-agency collaboration in tackling Kenya’s security challenges.

The Inspector-General stressed that the conference aimed to address pressing issues, including: Corruption Crackdown.

Kirocho revealed that the Ethics and Anti-Corruption Commission (EACC) had been invited to audit police systems and standard operating procedures (SOPs) to seal integrity gaps.

“Corruption is a societal problem, but we must confront it within our ranks,” he declared.

He acknowledged budgetary constraints, including stalled recruitment due to insufficient funding, but expressed optimism after engaging Parliament’s security committee for better allocations.

The National Police Service Strategic Plan (2023–2027), launched by President William Ruto, will guide automation, digitization, and professionalism efforts.

Community Trust and Accountability

Kirocho urged commanders to strengthen public trust through transparency, regular self-assessment, and partnerships with communities.

“Policing is service, not authority. Stations must become hubs of excellence,” he asserted.

Quoting former President Mwai Kibaki, Kirocho reminded leaders, “Leadership is a privilege to better the lives of others.”

He directed commanders to implement conference insights, enforce ethical standards, and foster innovation in crime prevention.

The one-day summit also covered leadership ethics, multi-agency cooperation, and gender mainstreaming, a signal of the NPS’s commitment to holistic reform.
