Murang’a Governor Irungu Kang’ata has announced plans to initiate contempt of court proceedings against the Controller of Budget for defying a court order to release critical bursary funds.
The delay threatens to disrupt education for thousands of needy students as schools reopen next week.
A court had already ordered the Controller of Budget to disburse the funds, which support underprivileged learners with tuition, uniforms, and supplies.
But with schools set to resume, the money remains withheld, sparking outrage from county officials and families. Governor Kang’ata, a former senator and lawyer, slammed the move as an “unlawful obstruction” that jeopardizes children’s education.
“This is a blatant violation of a court order, and we will pursue all legal avenues to force compliance,” he said.

The bursary program supports tens of thousands of students in Murang’a each year. Without it, many risk being sent home when term begins—a scenario education activists warn could spike dropout rates, particularly among low-income families.
The standoff highlights ongoing tensions between county governments and national treasury officials over fund delays.
It also raises fresh concerns about Kenya’s devolution system and its ability to deliver essential services efficiently.
Kang’ata will address the media later today at Murang’a County Headquarters, where he is expected to outline next steps, including potential emergency measures for affected students.
Parents and educators are demanding urgent action, as the delay could set a dangerous precedent for similar disputes.
The Controller of Budget’s office has yet to comment, but pressure is mounting for immediate intervention to avert an education crisis in the county.
