National Police Service Commission Seeks Public Input on New Recruitment Regulations

The National Police Service Commission (NPSC) has launched nationwide public forums to gather feedback on its newly drafted Recruitment and Appointment Regulations (2025), marking a crucial step toward reforming police hiring processes.

Why These Regulations Matter

Kenya’s National Police Service Commission (NPSC) is revolutionizing police recruitment through new draft regulations that enhance transparency, strengthen merit-based hiring, and align with constitutional values (Articles 10 & 232), all part of its constitutional mandate under Article 246 to oversee police recruitment, promotions and discipline.

How to Participate

NPSC Chair Peter Leley, EBS, calls on the public, civil society, academia, and professional bodies to shape Kenya’s policing future by submitting written memoranda or attending in-person forums across 17 regions.

“These regulations will define policing standards for years, we need diverse voices to shape them,” Leley emphasized.

Feedback will refine the draft before parliamentary submission. The NPSC vows to prioritize inclusivity and efficiency in finalizing the framework.
