Correctional Services PS Calls for Stronger Partnerships to Drive Reforms

The State Department for Correctional Services is pushing for enhanced collaboration, policy alignment, and resource mobilization to accelerate correctional reforms in Kenya.

Principal Secretary Dr. Salome Beacco emphasized the importance of partnerships during a stakeholders’ meeting at a Nairobi hotel, stating that collective effort is key to transforming the correctional system.

“Real, lasting change never happens in isolation. We build it through collaboration. Our goal is clear: to create effective, inclusive, and sustainable pathways for rehabilitation and reintegration,” she said.

The forum, themed “Partnerships for Impact,” brought together diplomats, Kenya Prisons Services, Probation and Aftercare Services, civil society, and private sector representatives.

Dr. Beacco stressed that rehabilitation is both a moral obligation and a strategic priority for national stability and public safety.

She revealed that over 55,000 individuals enter custodial facilities annually, while more than 100,000 are placed under non-custodial supervision.

“We must look beyond the numbers and see the potential in every person for reform and reintegration,” she urged.

“This journey needs all of us—open dialogue, co-created solutions, and success measured by transformed lives and stronger communities.”

The PS outlined three key reform pillars: first, Legal and Institutional Strengthening, which focuses on aligning with the Constitution and international human rights standards. Second, Rehabilitation and Social Protection, aimed at ensuring that inmates receive the proper support they need. And third, Economic Empowerment and Environmental Sustainability, promoting self-reliance while integrating green initiatives.

She also confirmed plans to digitize services through a new Offender Management Information System, enhancing efficiency and transparency.

The forum reinforced the department’s commitment to a more rehabilitative justice system, with stakeholders pledging deeper collaboration to drive meaningful change.
